Library Budget as a Proportion of the Montgomery County, Maryland Budget

For many budget cycles, the MCDPL's share as a
percentage of the total County operating budget has
declined.
Here are the percentages:
FY99 1.2582%
FY00 1.1226%
FY01 1.0496%
FY02 1.0184%
FY03 0.9871%
FY04 0.9733%
FY05 0.8920%
FY06 (recommended) 0.944% or $34,571,000
1.2582% of the FY04 recommended County operating
budget would be over $40,000,000.
1.2582% of the FY06 recommended budget would be almost $46,000,000.
The library budget in FY99 was $30,930,930; the FY04
recommended budget for libraries is $31,150,760. Even
in real dollars this is less than FY99, once inflation
is factored in, and even less if you back out the
$650,000 that is finally being restored now that we
are finally at a break in the renovation cycle for
libraries. That is the amount needed to hire the long
"missing" staff complement once Bethesda reopens in
FY04.
We have lost over 50 positions since FY02; the
published (in the County's budget document) net loss
of 39 is deceptive because once the addition of the
missing complement is rolled in, it masks the full
extent of positions that have been lost.
